The development of this study focuses on proposing a recycling project in a heritage building, specifically Palacete Da Costa Gómez, in a stimulation and recreation center for people with visual impairments in Maracaibo and surroundings, seeking to alleviate the primary and basic needs for an outstanding development of the population in their social, family and working areas, creating social independence in the visually impaired, using architectural techniques which will stimulate neural and cognitive functions in people with visual disabilities with limited functionality its daily operations. Considering the characteristics of this population, a building proposal was developed with a nursing room, psychology areas, counseling, cognitive and sensory stimulation, recreation areas, including sports and outdoor spaces, as well as a pool and different areas of service and administration required by a public institution.
