由建筑事务所Architecturestudio NOAN所提出的Viinikanlahti新区总体规划在国际竞赛中摘得了桂冠。Viinikanlahti位于芬兰坦佩雷（Tampere）市中心的南边界上，是一个老旧的工业兼污水处理区。经过此次重新规划，它将成为城市中心的一部分。

Architecturestudio NOAN has won the international open competition to design a new city district in Tampere Finland. Located on the southern edge of current city centre, this old industrial and water treatment area will become a new part of the city center.

Viinikanlahti新区位于海岸线上。利用这一点，设计团队将其打造为了一个坐落在坦佩雷市周边的全新社区。规划后的Viinikanlahti不仅重新界定了坦佩雷城市中心的南侧边界，更将周边支离破碎的城市结构联系在了一起。而对于该地区来说，各区域之间的联系也正是城市发展的重中之重：Viinikanlahti一方面将坦佩雷南侧海岸线上的休闲植物园与市中心联系了起来，另一方面也将市中心的住房和各项服务设施向南侧海岸线延伸。

Viinikanlahti will create a new neighbourhood in the city of Tampere with its own shoreline city identity. At the same time, the area defines the new Southern edge of the city center and connects the shattered urban structure around it. The role as a connector is significant for the area. It connects the southern recreational arboretum shoreline parks to the city center and stretches the housing and services of the city center towards south.

本总体规划是基于坦佩雷最为核心的三个城市要素所提出的。这三个要素分别是：日常生活中必不可少的城市水路、历史悠久的红砖建筑、以及极具未来感的都市风格和高层建筑等。具体来讲：

1.设计强调了坦佩雷原有城市结构中的水路空间。在变化多样的海岸线的配合下，无论是生活区、公共广场、还是城市结构中的水体，都具有极强的存在感。 2.从建筑环境上看，新区仍旧采用历史悠久的红砖建筑，从而使得市中心的建筑风格能够一直向南延伸。而作为Viinikanlahti新区的主要材料，红砖通过现代的方式完美地诠释了传统建筑。建筑屋顶的几何形式感较强，不仅创造出一种极具特色的天际线，还暗示了该片区独特的工业属性。 3. Viinikanlahti新区是坦佩雷未来城市形象的重要组成部分。在Viinikanlahti内，一系列高层建筑和地标性建筑拔地而起，为市中心的高质量发展和水滨城市的出色建设奠定了坚实的基础。

The design is based on the three central elements of the identity of Tampere: the waterways in the city as a part of everyday life, the historical red brick buildings and the future identity of urbanity and high rises.

1.The design strengthens the presence of the waterways in the urban structures inherent to Tampere. With a versatile and fluctuating shoreline, the water is strongly present in the life of the residents, in the public plazas and in the city structure itself. 2.The area continues the recognizable series of historical red brick buildings starting from the city center and continuing towards south. Brick has been brought in as a central part of the new area as a modern interpretation of traditional brick architecture. The strong motif of the roofs creates a recognizable skyline for the neighborhood and gives a hint of its industrial and distinctive nature. 3.The Viinikanlahti area is a strong part of the future identity of Tampere. High volumes and the ambitious architecture of the area support the high-quality development of the city centre and the construction of a remarkable lakeside city.

设计团队在总体规划中加入了一个连续的海岸线公园。该公园仿佛一根绿色的飘带，贯穿了整个新区，不仅将Viinikanlahti的东西边界联系了起来，更创造出一系列多样化的公园区域、自然栖息地和天然海岸线休息区等空间。

The plan introduces a continuous public shoreline park running through the new area. This unified and unbroken green shoreline connects the area from East to West and introduces a sequence of various park areas and habitats together with the natural shoreline to the area.

该总体规划包含了海岸线公园柔和的自然边界以及以建筑环境为主的现有城市边界。这两种边界均会随着海岸线的延伸和变化而发生改变。柔和的绿色飘带标识出现有的自然边界，而城市边界则由港口和主要广场等海滨建筑空间进行界定。全新的垃圾填埋场将在Viinikanlahti这个城市新区内发挥关键性的作用。根据当前的海岸线位置，将主要垃圾填埋场战略性地集中布置在一个区域内，从而最大限度地提高了土地使用率、减小了填埋场的空间体量。而一个体量相对较小的垃圾填埋场不仅有利于跨海人行天桥的设置，还能创建一个空间紧凑且方便管理的港口空间。

Together with the soft natural edge created by the park areas, design introduces the built urban shoreline edge. The position of the urban and natural edges will change along the shoreline as well as the character of it. The soft green edge reflects the existing shoreline and the built edge allocates the urban shore areas eg. the harbour and the main plaza. Smart landfill will play a key role to create this new neighborhood. By mostly following the current shoreline and focusing strategically the main landfill on one location the land usage is maximised while the volume of the landfill is minimized. A relatively small landfill allows for a fluent and efficient location for a pedestrian bridge across the bay, as well as creating a compact and easily controllable harbour.

The design creates a characteristic and recognizable architecture and housing environment to the area. Viinikanlahti will be defined by its unique yet harmonious architecture. The variation in roofscapes and block typologies are focal elements in forming the characteristics of the neighborhood. Varying heights and functions of the roof level provide more views and places to enjoy the lake scenery.

从街道平面上看，建筑的存在感极强，且能够与城市的公共空间完美结合。建筑一层的花园露台是街景构成中不可或缺的要素，而屋面上的共享花园则将生活带到了屋顶之上。

On the ground level housing is strongly present, visible and interacting with the public space. The first floors’ garden terraces dominate the streetscape and on the rooftops, shared roof gardens bring life to the roof level.

以公共交通为基础来进行城市的结构设计。城市的交通体系集中在Hatanpää高速公路和电车沿线附近，形成了一个骨架般的高密度市中心区域。随后，新的城市结构向周边扩张，一直延伸到新建人行天桥与海岸线的交汇点。

The city structure is based on public transportation. The urban structure is focused along the Hatanpää highway and around the tram line, creating a dense city center – like an urban backbone for the area. The new urban structure is extended to a point where the new pedestrian bridge meets the new shoreline.

此外，该总体规划还设置了雨水处理系统，并将其作为了景观设计的基础。最终，一系列分散在Viinikanlahti新区中的雨水处理单元通过硬连线的方式，形成了一个无缝衔接的天然水处理系统。

Stormwater treatment is hardwired into the area working as a base for the landscape design in Viinikanlahti. The network of stormwater treatment elements is connected through the area into a seamless system of natural water treatment.
