该河滨进行再规划时重新考虑了马恩河畔莱佩尔勒城市的发展和佩尔勒河的生态建设，这不仅是一项环境问题，同时也是政治问题、城市发展问题。该工程的目的就是将居民和动植物全都纳入到马恩的大的生态系统当中。设计师采用绿色生态空间建筑取代了常用的水泥钢筋，调高了水位限制，拓展了环境空间。由于一些历史等原因，一旦河岸变得更加适合居民居住生活，人们就会被这里吸引，自觉改变原有的生活方式，改善与城市的关系。

The city of Perreux-sur-Marne has rethought its entire relation to its river, considering it as a major environmental, social, urban and political issue. The project aims at bringing back both the people and other species of plants and animals to the banks of the river Marne, by softening the water and urban edges. Concrete protections are turned into vegetal engineering, and over flood are accepted, widening the spectrum of environments. For unknown and ancient reasons, once the banks get comfortable (shadows, plants, adapted ground floor, lighting and furniture), people are irrationally attracted by water and start changing their way of life, and their relation to the city.
