The Taiwan Ministry of Economic Affairs has selected MVRDV’s Hoowave Water Factory as the winning design for a large-scale redevelopment of Huwei’s Beigang River and Anqingzhen waterways. Combining both a strategic masterplan and a landscape design, the proposal aims to modernise the town’s waterway network, ditching the purely mono-functional approach that controls and directs water. Instead, the town will soon have a system that captures and stores water for use and gives space to the river, to nature, and to urban life.

这项总体规划为城镇提供了全面的抗洪战略,同时将提高该镇可用水的数量和质量,并整合包括自行车道在内的交通网络、文化设施以及生态系统,在虎尾及其市民、自然与河流之间建立新的联系。
The masterplan gives the town a comprehensive strategy for flood resilience while improving the quantity and quality of the town’s available water, as well as integrating mobility networks such as cycle paths, cultural amenities, and ecological systems to create new connections between Huwei, its citizens, nature, and the river.

设计的重点包括五个目标:使新的虎尾镇水路系统同时具备韧性、生态性、连接性、文化性以及可实施性(鉴于该项目预计最早于2026年完成)。方案提出在整个城市中置入一系列区域性的、可自然清洁的水缓冲带,其中大部分设置在大型的公有地块上(如学校),以便让实施更加便捷。
The design focuses on five goals: the new Huwei water system will be resilient, ecological, connected, cultural, and – given that completion is expected as early as 2026 – feasible. It proposes the addition of a series of localised, naturally cleaned water buffers throughout the city, with the majority placed on larger, publicly owned properties such as schools to streamline their implementation.

设计还致力于实现安庆圳水渠的净化和自然化。这是一条贯穿整个城市的灌溉水渠,在部分区域处于地下,如今已遭受污染,成为气味难闻的废水排放口。在经过清理和自然化之后,该水渠将为工厂废弃部分的重新开放提供机会,未来将在城镇的中心创造公园空间。通过以上措施,安庆圳水渠将恢复往日活力,成为休闲活动的重要焦点。
It also aims to purify and naturalise the Anqingzhen Channel, an irrigation canal running through (and in places, beneath) the town that has come to serve as a polluted and smelly wastewater drain. The cleaned and naturalised canal provides the opportunity to open the disused portions of the factory, creating a park space in the heart of the town. By doing so, the Anqingzhen Channel can return to its former status as an important focus for leisure activities.

位于城镇核心区南部的堤坝也将被改造为无障碍的城市空间,与水岸建立联系,并打开河流与堤坝之间的区域以发挥出更多潜能,例如提供观景台和运动场地等。
Transforming the dike to the south of the town’s core into an accessible urban space, the design creates connections to the waterside, opening up the area between the river and the dike for further uses such as viewing platforms and sports fields.
