这是亚洲建成的第一个拥有如此规模、应用创新性水敏感设计的城市区域开发项目,生态雨水管理是此项目之中非常关键的设计内容,其体现如下:洪水保护性城市设计;作为独立雨水管理基础设施的城市区域;提升城市之中的微环境;将城市生态基础设施整合入城市设计之中;在高密度城市之中进行气候适应性设计。
这些设计内容通过精细的工程设计得以实现,它主要体现在三个方面:雨水收集系统,湖水循环与净化系统和湖体自身设计。湖体具备雨水管理的功能,蓄积池塘可以毫不费力地应对10年一遇的暴雨事件,并对100年一遇洪涝灾害起到缓冲作用。大量的树木种植连接地表下分散的雨水滞留通道,收集雨水在经过生态净化群落的净化作用之后补给湖体用水。天津文化中心内的湖体拥有其自身的生态特征,能够发挥降低炎热天气极端高温的作用。秀丽的景致使得文化中心成为天津城区最为突出的新文化区域。
在城市公共空间实施的这一蓝绿基础设施有效地经受了2012年7月京津地区60年一遇强暴雨的考验,充分证实了将城市雨水管理、洪涝管理和城市区域开发有效结合起来的创新型绿色景观解决方案之有效性。天津文化中心是“弹性城市”设计的旗舰项目,它展示了如何转换、开发城市中心高密度区域,并保护其免受强降雨侵袭的实际案例,为中国城市如何在城市发展之中进行雨水管理、区域开发的整合设计提供了宝贵的解决方案。
Tianjin Cultural Park, the city‘s most significant urban redevelopment project within the last 10 years, was officially to the public on the 20th of May 2012. This award-winning water sensitive urban design project manages stormwater for climate improvement and flood protection, while creating a high quality urban environment for Tianjin City‘s new cultural center. Atelier Dreiseitl has been awarded the certificate of honor for “outstanding design” by the City of Tianjin.
It is the first urban project in this scale in Asia which applying the following innovative levels in urban water sensitive design: Flood protective urban design;Urban district as an independent stormwater infrastructure;Improving Microclimate in Cities; Integration of urban ecological infrastructure into City design;Climate adaption in dense Cities.
Ecological stormwater management is the extreme key item in this project and it is realized through the applications of elaborate engineering works which mainly from three aspects: stormwater collection, water recycling and purifying, and the design of lake body. The lake is a stormwater feature, a balancing pond which can effortlessly handle a 1 in 10 year storm event and buffer a 1 in 100 storm event. Generous tree plantings link subsurface, decentralised retention trenches which feed the lake via a cleansing biotope. The urban lake has its own natural biology and reduces temperature extremes. Its scenic beauty sets the scene for Tianjin’s most outstanding new cultural architecture.
The integration of blue-green infrastructure in urban space comes in a timely fashion as Tianjin was innundated with the heaviest flooding in 60 years in July 2012. Tianjin Cultural Park offers innovative solutions which combine urban water management and development. TCP is a flagship project in building city resilience – existing city centers can be transformed into high profile developments while providing increased protection from severe flooding events. This urban innovation is entirely new in China.
